‘What was required was a course correction’


This is like throwing out the baby with the bathwater. The Ekta Parishad has been critical of the manner in which the Planning Commission has been addressing core issues of the underprivileged in this country, especially in its functioning, over the past two decades. On key issues like land reforms and empowerment of Dalits, the Planning Commission has failed to fulfil its original commitments. In fact, commenting on the 12th Five-Year Plan document, the Ekta Parishad had pointed out that the Commission’s negative policy orientation was evident from the use of key words and their frequency in the document, which was as follows: Dignity 0, hunger 0, equality 0, human rights 0, Dalits/Scheduled Caste 2, tribal/Adivasi 8, farmers 38, PPP (public-private partnership) 45, market 67, growth 279.

Now, what was required was a course correction of this deviation and a reassertion of the original tenets of the planning process and the role of the Planning Commission, which emphasised essential initiatives like land reforms and empowerment of the underprivileged. But the present move does not point towards any such course correction. In fact, the approach of the Narendra Modi government has been confirmed as one that would continue to pursue economic growth by strengthening market economy, and the present move, by all indications, will add greater momentum to this process. I would request the government to reconsider this ill-planned move.

Dans son discours lors de la Fête de l'Indépendance (15 août), le Premier Ministre, Narendra Modi, a déclaré qu'il faudrait supprimer la Commission de Planification, ce qui a suscité de nombreuses réactions. Le point de vue de Rajagopal.

C'est comme jeter le bébé avec l'eau du bain. Ekta Parishad a critiqué la manière dont la Commission de planification s'est penchée sur les problèmes essentiels des plus démunis dans ce pays, en particulier dans son fonctionnement, au cours des deux dernières décennies. Plan quinquennal, Ekta Parishad a souligné que l'orientation négative de la politique de la Commission était évidente rien qu'en notant l'utilisation de certains mots-clés et leur fréquence dans le document : Dignité 0, la faim 0, l'égalité 0, les droits 0, les Dalits/Castes répertoriées 2, tribaux/Adivasi 8, les agriculteurs 38, PPP (partenariat public-privé) 45, le marché 67, la croissance 279.

Maintenant, ce qu'il fallait faire, c'était corriger cette orientation et réaffirmer les principes originaux du processus de planification et le rôle de la Commission de planification, qui a souligné des initiatives essentielles comme les réformes agraires et l'autonomisation des personnes défavorisées. Mais la décision actuelle ne vise évidemment pas à une correction. En fait, le gouvernement Narendra Modi confirme ainsi son souhait de continuer à assurer la croissance économique par le renforcement de l'économie de marché, et selon toutes les indications, la décision actuelle ne va que renforcer ce processus. Je voudrais demander au gouvernement de reconsidérer cette décision mal planifiée.
